Must be 18 years of age or older to purchase a ticket(s).
Unsold tickets become the property of Harrisonburg Downtown Renaissance (HDR).
When nine (9) tickets are purchased by the same Individual, the tenth (10th) ticket is free.
Two 4-digit numbers per ticket. Tickets numbered 0000-9999. Only 5,000 tickets will be sold. Each ticket represents two chances to win. Numbers will be drawn at random using an electronic bingo ball blower for all drawings, including early birds. All winning numbers in the early bird drawings are eligible for future drawings.
Each ticket holder is eligible to win two (2) prizes per ticket, one for each unique number printed on their ticket(s). Each unique ticket number can only be drawn once during the July 27, 2024, drawing. In the event that the same ticket number is drawn twice, only the first draw is eligible for a prize.
Only one ticket holder per ticket. For example: “Mr. and Mrs.” is not acceptable; no multiple names per ticket as only one person can claim the drawn prize. Tickets cannot be purchased in another person’s name.
Early bird drawings will be held at 217 S Liberty St. #204, Harrisonburg, VA 22801, and the July 27, 2024, drawing will be held at 126 W Bruce St, Harrisonburg, VA 22801. Live stream links will be posted on www.friendlycityfortune.com.
Ticket holders who purchase ticket(s) online, will receive their receipt and a digital copy of their ticket with their unique ticket numbers via email and may email downtownharrisonburg@gmail.com with a request to pick up their physical ticket(s). Requested tickets will be available for pickup at Steven Toyota starting on the Tuesday following the day of their request or between 11 a.m. – noon on July 27, 2024, at the raffle drawing location. Ticket holders must present photo identification when picking up tickets and the name on the ID must match the name on the ticket. Ticket holders who purchase ticket(s) at a Sales Location or from a Sales Associate will keep the top portion of the ticket. The ticket stub will be returned to HDR and be registered for the drawing. All ticket stubs must be received by July 27, 2024, to guarantee a place in the drawing.
HDR reserves the right to postpone the raffle for any reason; all registered ticket holders who provide an email address will be notified by email, for others, the notice will be on www.friendlycityfortune.com.
HDR reserves the right to cancel the Friendly City Fortune due to insufficient ticket sales and sales will be refunded.
In the event that a prize is no longer available at the time prizes are awarded, a substitution of a like prize of equal or lesser value will be made. The determination of the value of a substituted prize may be based on the negotiated price between the vendor and HDR, not based on the retail value, and that price will be shared with the winner. Prizes are purchased from vendors with existing agreements with HDR; therefore, out-of-stock items may not be purchased from other vendors. Winners who select a prize of greater value than the advertised prize, will be responsible for paying the difference in price.
All prizes are subject to federal and state withholding taxes as required by law. Winner’s receipt of a prize will be reported to tax authorities as required by law. All fees for a prize must be paid before a winner is entitled to receive a prize. Each winner is required to submit a true and correct IRS Form W-9 to HDR before becoming entitled to receive a prize. HDR will withhold taxes from the winner’s prize and pay those taxes over to the taxing authorities as required by law. Under current federal tax law, HDR is required to withhold and pay over to the IRS 24% of the value of every prize worth more than $5,000. This withholding percentage and threshold are subject to change as the IRS changes its withholding requirements.
If a prize winner chooses to or is unable to accept a non-cash prize for any reason, the prize winner will be made a cash offer equal to 50% of the retail price. Winners must make final decisions about claiming their prize(s) by Aug. 19, 2024. If a winner doesn’t respond by that date, a check for 50% of the prize retail value will be issued.
Ticket holders need not be present to win. Winners will be notified as to how and/or where to claim their prize. Any expense incurred with the pick-up of the prize will be the responsibility of the winner. If winner chooses to have prize shipped, the winner must coordinate with vendor and incur shipping fee. Only the ticket holder whose name is on the winning ticket may claim the prize. Photo identification will be required at the time of picking up the prize.
The winning list of numbers will be posted on www.friendlycityfortune.com during and after the event.
If available, tickets may be sold online on July 27, 2024, prior to the event. HDR reserves the right to end ticket sales at any time.
Tickets purchased by debit or credit card or check are not valid until the debit or credit card transaction or check has cleared.
All HDR employees and members of the HDR board of directors, as well as their children and spouses, are not eligible for this drawing. Sales agents may not sell a ticket to themselves.
HDR or any other person, organization, or business sponsoring or participating in the Friendly City Fortune, does not assume liability for any claims for injury or other damages arising out of the possession of any ATV’s, motorcycles, vehicles, or any other prize obtained through this ticket, and, by accepting this ticket, the holder acknowledges that limitation of liability.
Purchase and use of this ticket signifies agreement to the following:
This ticket cannot be replaced if lost, stolen or destroyed, and is valid only for the event for which it is issued.
This ticket is not transferable or redeemable for cash. No refunds or exchanges.
Reproduction of this ticket is not permitted.

Disputes must be made in writing by sending an email to downtownharrisonburg@gmail.com no later than July 29, 2024.
Written consent for HDR to use ticket holder’s name, image, likeness, or voice in media including, but not limited to, photographic, audio, or video media in connection with the raffle or other HDR advertising without compensation to, or further permission from, ticket holder.
